The information shows that credit availability to lower scoring applicants seems to have declined. 

Agents supplied FICO information based on their understanding of the credit situation; in some instances the information for customers was estimated.  Nevertheless, the data seems to substantiate fairly tight credit conditions for lower scored applicants.

The good news is because of the focus on FICO scores, there are now more scores in the 740+ range than prior to the Real Estate crash.  This is good news for the entire industry as well as homes for sale in Louisville where this column is written.
